This is in fact Miss Darla Dimple, aka America's Sweetheart, lover of children and animals.
She's also a royal pain in the butt. She's one of my favorite cartoon villains though. Right up there with Scar (The Lion King) and Tzekel-Kan (The Road to El Dorado).
And if you've seen the show Toddlers and Tiaras you know this picture fits it well. If I had back-sassed my parents like some of those little girls do I would have gotten into so much trouble.
Now don't get me wrong. I really don't see anything wrong with child beauty pagents if thats what the kid wants to do. Like soccer or dance it gives the kid a hobby that isn't sitting in front of the tv.
It only becomes wrong when the kids are forced, or when it makes them conceited. The parents play a big roll in this when they tell their kids small titles mean you lost or big titles means you're better than everyone else. Parents should praise and encourage their kids no matter what, but in a way that lets them know winnings not the most important thing. A title is a title and the crown is plastic. They had fun and that's the main thing.
Darla and the rest of the Cats Don't Dance crew belong to Turner Entertainment/Warner Bros.
